SAN DIEGO (PARADISE HILLS), Calif., April 28, 2026 /Standard Newswire/ — “Hard-working people are leaving Southern California in droves because they can’t afford to raise a family here,” said Randy Haragan, owner of Haragan Properties. Haragan is finishing the development of land he bought from Puritan Reformed Presbyterian Church (PRPC) into a community of townhomes named Villa La Paz; it became a template for smaller San Diego churches and their neighborhoods. See puritanchurch.com/haraganpropertieschurchtemplate.
“We need more housing in San Diego for first-time home buyers, but the bulk of local residential construction is apartment rentals,” he said.
Small churches need money and are losing families. “My eldest daughter and her husband are moving to Michigan because they can’t afford housing to raise a large family in San Diego,” said PRPC Pastor Grant Van Leuven. “We hope Randy’s program helps folks stay in our communities and churches.”
Who: Randy Haragan of Haragan Properties in San Diego.
What: Has created a template for struggling churches to sell unused property for financial stability which he develops into more homes available in their neighborhoods for working class families. His idea is the result of buying land from PRPC which he developed into townhomes.
When: Villa La Paz began in 2021; an open house ribbon cutting occurred April 15. Haragan is seeking other small church projects.
Where: Villa La Paz is located on Calle Chanate adjacent to PRPC at 6374 Potomac St. in San Diego (Paradise Hills; once church property).
Why: To help smaller San Diego churches survive with a new income source while offering home options for their neighbors and congregants.
How: PRPC’s pastor approached Haragan, a mutual friend through Christian Home Schooling, on behalf of Session seeking his advice to try and sell part of their property. He took on the project himself and has been developing the land since 2021 and now desires to replicate this plan as a template for other churches and families with similar needs.
Factoid: The State of California Department of Finance reports: “Net international migration to California reached 126,000 people in the year ending July 1, 2025 … However, negative net domestic migration still outweighed these gains, resulting in a net total migration loss of over 89,000 residents.”
