ALEXANDRIA, Va., April 27, 2026 /Standard Newswire/ — Anglican Watch, the independent watchdog group of the Episcopal Church, today blasted the Episcopal Diocese of New York, Bishop Allen Shin, and Title IV intake officer Alison Quin for knowingly refusing to follow the provisions of the church’s Title IV clergy disciplinary canons. The announcement follows a decision by the chair of the diocese’s clergy disciplinary committee, Carol Williams, to uphold unauthorized findings of fact by intake officer Alison Quin in a Title IV complaint filed by the organization against the rector of St. Thomas Church Fifth Avenue, Carl Turner.

“In this case, intake officer Alison Quin decided to make unauthorized findings of fact in our complaint,” says Anglican Watch official Eric Bonetti.

“Quin did so on the basis that a legal stipulation by the parties states that no settlement was paid prior to the withdrawal of a lawsuit against the parish for sexual assault and defamation. Leaving aside the fact that no stipulation can affect the truth or falsity of the underlying statement, the canons expressly state that neither a Title IV intake officer nor a Title IV reference panel is authorized to assess the accuracy of the facts alleged in a complaint. This requirement is reflected in the church’s own Title IV training materials,” Bonetti continues.

“Further, we expressly raised these issues when we appealed the dismissal of our complaint. Yet Carol Williams knowingly ignored the canons and upheld the decision to dismiss.

“We believe that, much like Presiding Bishop Sean Rowe’s office, the Episcopal Diocese of New York has gone rogue on clergy discipline. Moreover, both the Diocese and Sean Rowe’s office have done so repeatedly, costing the denomination hundreds of thousands of dollars in legal settlements and undermining trust in the denomination,” Bonetti adds.

“Anglican Watch, therefore, calls on Bishop Allen Shin, who is handling the case, Alison Quin, and Carol Williams to immediately resign from any further involvement in Title IV matters.

“There is simply no room for corruption in the Episcopal Church, and we are tired of the Diocese of New York and its abject lack of integrity on issues of clergy discipline,” Bonetti concludes.

Anglican Watch is the unofficial watchdog of the Episcopal Church. Founded in 2015, the organization addresses both sexual and non-sexual abuse in the Episcopal Church and other faith communities.
