ATLANTA, Aug. 7, 2026 /Standard Newswire/ — Another set of newly declassified intelligence documents released on August 6, 2026, show that four Arizona government attorney offices refused to prosecute a hacker who confessed on November 5, 2020, to breaching Maricopa County’s voter registration database. The hacker used a PowerShell script to download 600,000 voter registration records including sensitive, nonpublic data.

The opening document shows that the FBI Phoenix Field Office launched a full investigation of the incident on November 3, 2020. The records further indicate that the Field Office investigated the matter fully, identified the hacker who was located in Pinal County, obtained a confession from him and routed the case information to various state and federal prosecutors. However, the May 23, 2023 closing document shows the field office was forced to close the case and return evidence seized to the hacker after all federal and state prosecutors declined to prosecute the case. Specifically, the Arizona Attorney General, Arizona U.S. Attorney, Maricopa and Pinal County Attorneys all declined to bring charges against the hacker.

U.S. Intra-agency intelligence logs show the breach occurred at 4:17 pm on the day before the November 3, 2020 General Election. The logs explain:

• “We know that an outage occurred…” and “In response, a local network administrator blocked the IP and implemented an emergency firewall change …”

• “A single US IP address bypassed the website’s authentication measures and exfiltrated voter registration data, including name, address, voting district and party affiliation.”

The FBI Cyber division later concluded:

• “This was an information leak caused by leveraging a URL configuration vulnerability.”

• “Maricopa estimates over 600,000 records were taken between October 21 and Tuesday 3 November”

• “FBI is actively pursuing this matter and has notified the Arizona Secretary of State and DHS CISA.”

Although unrelated, the agencies, while claiming there was no Chinese election interest, noted:

• “Maricopa identified a flood of activity geo located to China.” and “FBI has shared unique IP addresses originating from China that were observed by Maricopa County”

Despite being fully informed, Chris Krebs, Cybersecurity and Infrastructure Security Agency (CISA) Director, told Congress: “…The 2020 election was the most secure in U.S. history.”
