USAID Commits to Smooth Transition

WASHINGTON, Nov. 8 /Standard Newswire/ -- U.S. Agency for International Development (USAID) Administrator and Director of U.S. Foreign Assistance, Henrietta H. Fore, today underscored her commitment to ensuring a smooth transition at USAID.

"In keeping with the directive from President Bush, USAID will make every effort for a seamless transition under my leadership," said Fore. "In the past several years, foreign assistance has had the benefit of a renewed focus, attention, and resources, and we have really picked up momentum this last year. We will work closely with the incoming transition team to ensure they are aware of the gains we have made to strengthen USAID, and the work that still needs to be done to sustain USAID's ability to fulfill its mission and make the delivery of foreign assistance more efficient and effective."

Administrator Fore designated Alonzo L. Fulgham, a senior member of the Foreign Service and Chief Operating Officer since 2006, as Coordinator of the Agency's transition efforts. Mr. Fulgham's first action was to assemble an Agency Transition Support Team, which has been working effectively to ensure a seamless transition process. The team, which is co-chaired by Senior Deputy Assistant Administrator Deborah Kennedy-Iraheta and Letitia "Tish" Butler, a career member of USAID's Senior Foreign Service, includes personnel with a diverse set of skills, including development, policy, management, budget, communications, inter-agency coordination and legislative affairs.

In addition to preparing a set of comprehensive briefing materials for the incoming transition team, the Agency Transition Support Team will assist with security, legal and human resource issues, administrative support, briefings coordination, and information management. The Agency Transition Support Team has been aided by all Agency bureaus and independent offices to ensure uniform, Agency-wide communication and the production of high quality briefing materials. Each bureau and independent office has identified career personnel who will assist with the Agency continuity of operations.
